You can buy it from http://www.mathmusic.org/linear-equations-and-inequalities-in-one-variable.html. I don’t think there are too many specific system requirements; you can just download and start using it.

Algebrator is a very user friendly software and is certainly worth a try. You will find many interesting stuff there. I use it as reference software for my math problems and can swear that it has made learning math much more fun.
